The Center for American Progress, with long-time VP for Education Cindy Brown a TSC Signatory, released a policy paper this week on states use of ESEA Waivers for ELT. They found that 24 states opted for the waiver for 21st Century Community Learning Center grants that will enable them to be used for expanded learning time in addition to after school and out of school time programs. In their paper, CAP included a series of recommendations for states to ensure that the waiver flexibility for ELT is maximized.
